Deputy Chief Fleet Management Officer | City of New York

Eric Richardson is the Deputy Chief Fleet Management Officer at the Department of Citywide Administrative Services (DCAS)/NYC Fleet and has worked in his current role for the last 8 years and with DCAS for almost 20 years.

Mr. Richardson serves as the liaison for DCAS to Mayor de Blasio’s Vision Zero Task Force and works in his role to implement the Vision Zero goals for NYC Fleet including the rollout of a citywide telematics system, the implementation of the Fleet Office of Realtime Tracking (FORT), managing the city’s defensive driving program, and administering the New York City Safe Fleet Transition Plan (SFTP). Based on the requirements within the NYC SFTP each new vehicle specification is reviewed by Mr. Richardson to ensure compliance or a research and review evaluation is completed where it does not.

Under his oversight NYC has rolled out the largest truck sideguard program in North America on more than 3,700 trucks, a truck surround camera program on over 1,000 vehicles, a pilot program with the federal DOT and city DOT for connected vehicle technology and is testing various additional safety systems for future consideration and rollout.  Additionally, he works with the NYC Department of Education regarding their rollout of telematics to the entire contracted school bus fleet of over 10,000 buses, on the creation of safety reporting, and training of school bus drivers.

He also works on creating partnerships across other government fleets, non-profit organizations, and advocacy groups to encourage best practices for professional vehicle fleets and drivers.  Mr. Richardson wrote an article for the 2018 Vision Zero Cities International Journal of Traffic Innovation titled “Fleet Safety is Traffic Safety
