Transportation Administrator | Health and Human Services Older Adult Service Program

Oscar Tovar, a Dallas native, is a true servant leader who has dedicated his career to public service. He began his journey in the Dallas County District Clerk’s office as a Passport Clerk and has held various roles in both the District Clerk’s Office and County Clerk’s office. His current role is the Transportation Administrator for the Health and Human Services Older Adult Service Program.

In this role, Oscar oversees 20 multi-passenger vehicles that cover vast areas of Dallas County. The transportation program he administers provides meals and transportation free of charge to residents aged 60 and older in Dallas County.

Managing transportation in Dallas is challenging due to the growth, traffic and infrastructure however despite these challenges, Oscar’s leadership in managing the Older Adult Service Program’s transportation services is commendable. His efforts ensure the safe transportation of Dallas County’s older residents, a task made even more critical given the city’s driving conditions.

Oscar is known for his servant leadership and his commitment to continuous innovation, often quoting, “There’s always room for improvement.” His notable contributions include the safe delivery of 1.5 million meals during the Covid-19 pandemic, exemplary leadership and customer service.

When asked about his favorite part of the job, Oscar always responds, “The People.” This response reflects his dedication to serving the community and his commitment to making a positive impact on the lives of the residents he serves.
